She was born to American parents of Jewish descent in Iran in 1973. Her grandfather was film producer Max Rosenberg. During her formative years, Clare traveled extensively throughout Europe. She went to high school in California, then split her time between there and New York. She ended up working for The Hollywood Reporter. In Los Angeles she began to write some Internet fiction pieces, but just before writing her first book, The City of Bones, she deleted them.

City of Bones was released by Simon and Schuster in 2007. It is fantasy inspired by the landscape of Manhattan. Next came City of Ashes, and City of Glass, which completed the first trilogy. The second trilogy featured City of Fallen Angels, City of Lost Souls, and City of Heavenly Fire. Clare currently resides in Amherst, Massachusetts, with her husband and three cats.
